9-year-old boy stabs and kills 2-year-old girl?

Social workers are defending their actions involving a Texas home where a toddler was fatally stabbed -- allegedly by a 9-year-old boy.

More than a dozen children were at the home last Friday, when the 2-year-old girl was stabbed twice in the chest. Investigators say the kids were being watched by a 15-year-old baby sitter.

According to police, the boy's mother, who has at least 13 children, was elsewhere. Authorities said caseworkers have been to the house eight times since 1994. They were there to investigate allegations that the woman's children were neglected, not fed, or living in filth.

An official with the Texas Department of Child Protective Services said conditions at the home were never bad enough for the state to intervene.
